Per-seat pricing charges a fixed amount for each person with a login, so the bill scales with headcount rather than with usage or value.

It is easy to forecast and easy to resent. Its practical effect is that companies ration logins, which means the people who would benefit from seeing a system often do not have access to it. Bundled pricing with included seats moves the same money but stops the rationing.
